Q. Can I change the size of my images within the HTML code?

A. Yes, but you are usually better off resizing your images using Adobe Photoshop or some similar graphics program, and then uploading them again. Resizing within the HTML code made lead to larger file sizes than need on your server, distorted height/width ratios, and pixelation of smaller images being forced to display as larger images.

However, if these points do not concern you, simply change or add the image tag modifiers:

<img src="imagefile" width="25" height="25"> (HTML)
<onClick="MM_openBrWindow(width=500,height=500')> (Script)

so that the bolded numbers match your desired dimensions. Note that in HTML code, it is best practice to list width before height.
